..."Jeff Schlemmer, executive director at Neighbourhood Legal Services"..."describes how the first time the Court of Appeal of Ontario ruled on co-operative housing, they mistakenly compared them to private "social clubs"...
"There are two fundamental misunderstandings of the co-op sector by politicians and the legal system. First, co-ops aren't necessarily communities of like-minded people"..."Many residents have not made a wilful choice to live the co-operative lifestyle."...
"The second major misunderstanding of housing co-ops pertains to the power of the board of directors, which are treated like governmental statutory authorties. Tribunals and boards established by the government fall under administrative law and they proceed through much the same process as the courts. Hearings are held and both parties are given the chance to defend their case."
"A corporation's board of directors would never be equated to these statutory bodies. But somehow, lawyers representing housing co-ops have been able to play the statutory board card, claiming their board of directors have held fair hearings in coming to their decision to evict somebody, for example. In reality, these decisions occur at meetings where members are often easily silenced, and partiality and nepotism can supplant fairness."
"As far back as 1976, it was known that co-op residents were at risk of eviction "on trivial grounds" simply by achieving a majority of votes. Unpopular members, obnoxious or rabble-rousing in the eyes of the few in power, are at the mercy of the co-op's in-group."...

Note page 3, in the document that states - Request From A Housing Provider For Funding In Excess of $100,000.- "Tanglewood Orchard Cooperative Homes of London Inc. is a 72 unit family townhouse complex built in 1991. Tanglewood has once again been identified as a potential Project in Difficulty (PID). The Housing Division has been working closely with this co-op over several years and the serious issues with mold, water damage and vacancies were successfully addressed."
"However, new problems with arrears, vacancies and potential fraud have resulted in the Board of Directors resigning and the Housing Division installing an interim Board of community volunteers, plus two current co-op members. This new Board is tasked with addressing a series of issues in order to prevent Tanglewood from becoming a PID under legislation. This turnaround process usually takes up to two years. The new Board is working closely with the Housing Division and with the Cooperative Housing Federation."

"Ontario Housing Minister Jim Watson -- c'mon down to Toronto's rough part of town."
"Watson told the Toronto Sun that gun-toting, drug-dealing thugs who live in public housing should not get the boot out of their units -- despite a Toronto Community Housing Corp. (TCHC) policy to evict tenants involved in criminal activity."
"Giorgio Mammoliti, one of three city councillors on the TCHC's board, yesterday suggested the minister should meet residents, who often live in fear, and even sleep over at a public housing complex."
"Why doesn't he come down to a site that is plagued by a lot of gunfire?" Mammoliti said. "I would be happy to spend the night with him."
"Affordable housing should be a safe form of housing as well," he said. "If he spent time speaking to law-abiding, decent tenants, he'd understand the problem."
Ouoted in yesterday's paper, Watson said that "if someone has been convicted of a crime, we can't kick them out of public housing for that reason."
"Whether it's a serious crime involving a gun or a white collar crime, we don't have the luxury of simply telling that individual that they are not eligible for social housing," he said.
"After several public housing area murders, some involving street gangs, the province's Landlord and Tenant Board was criticised for opposing the TCHC and other social housing managers for trying to weed out criminals."
"A TCHC policy to oust criminals is aimed at keeping its violence-plagued sites safe for decent tenants -- "the majority" -- said Mammoliti, who heads the city's affordable housing committee. Watson's attitude "is doing a disservice to them," he added."
"Mammoliti said the city and province are "empowering the punks" by disagreeing about evictions."
"There needs to be a tougher approach to gang members, otherwise we aren't doing anything." he said."
"City Councillor Rob Ford said "for me to punish the parents of some yahoo drug dealer would be wrong."
"But if it's a son or a husband who's doing this, they have to go," Ford said in an interview."
"You've got to go in there and clean house." Calling Watson "irresponsible" for his attitude, he said "if we have a minister from the province saying they shouldn't be evicted, then he shoulden't be a minister."
"Is he saying let them run wild? You could take it that way," Ford said."
